About The Position

Technical Assent supports the Office of the Deputy Assistant Secretary of War for Logistics (ODASW(Log)) under a high-visibility enterprise logistics contract spanning policy development, program governance, and strategic advisory services. This role is a manager for the contractor team embedded within the Commercial Support to Operations (CSO) Directorate — the DoW office responsible for enduring policy and program management across Operational Contract Support (OCS), Vendor Threat Mitigation (VTM), and Private Security Contractors (PSC). The CSO lead will be a key point of contact for the Directorate, overseeing a team of subject matter experts working at the intersection of DoW-wide logistics policy, senior governance, and operational program execution. The CSO Lead serves as a senior contractor advisor and manager for Technical Assent's support to the CSO Directorate, directing day-to-day task execution across a demanding, multi-workstream environment. This role requires an ability to make sound, timely judgments about competing priorities and workload allocation across a portfolio of policy, governance, and program management activities.

Requirements

  • Demonstrated experience working within senior-level DoW governance structures or DoW-wide policy and program management processes.
  • Experience with Office of the Secretary of War (OSW) processes, systems, or environments in a DoW context.
  • Proven ability to make sound, timely judgments about competing priorities and workload management in a complex, multi-deliverable environment.
  • Demonstrated experience leading a team of consultants, analysts, or technical staff.
  • Master's degree in Logistics, Public Policy, Business Administration, or a related discipline.
  • 10+ years of relevant experience in DoW logistics, defense policy, or related professional services.
  • Active DoW Top Secret clearance.

Nice To Haves

  • Direct experience with OCS, VTM, or PSC program areas.
  • Experience developing or coordinating DoW policy issuances (Directives, Instructions, Regulations, or Manuals).
  • Experience organizing or supporting high-level DoW working groups, boards, or cross-functional governance events.
  • Interagency coordination experience involving the Department of State or other non-DoW federal entities.

Responsibilities

  • Lead and direct contractor team members supporting the CSO Directorate, planning task timelines, allocating staff resources, and ensuring quality and on-time delivery of all contract deliverables.
  • Build and sustain a trusted advisor relationship with the CSO Director and government leads, seeing individual workstreams in the context of Directorate-level mission priorities and broader ODASW(Log) strategic objectives.
  • Advise the Director on integrating portfolio requirements and lines of effort across all CSO activities; develop and deliver communications products that convey new concepts and policy areas to diverse senior DoW stakeholders.
  • Apply extensive expertise across DoW logistics and commercial support operations to provide technical insight and recommendations on the development, maintenance, and management of CSO Directives, Instructions, Regulations, and Manuals.
  • Analyze strategic guidance, policies, doctrine, and standard operating procedures; develop well-reasoned recommendations and POAMs to improve CSO business process effectiveness and efficiency.
  • Oversee production of CSO reports, reviews, policy drafts, concept briefings, and assessments; develop integrated analysis that supports government decision-making and senior leader engagement.
  • Support governance of the CSO portfolio through preparation and execution of working groups, boards, and cross-functional coordination events, including the B2C2WG; provide POAM and execution planning, facility coordination, and on-site support for events.
  • Mentor team members in developing and applying knowledge, skills, and abilities within core capability areas and professional practice.
  • Pursue continuous learning and professional growth within core capability areas and areas of domain expertise.
  • Lead the application of Technical Assent's consulting approaches and methods, and mentor others in their use.
  • Share knowledge with internal and external peers through writing and speaking engagements 4–6 times per year.
  • Build organizational capability by developing reusable process assets, templates, and tools that improve the consistency of our service delivery.
  • Support business development by actively researching client needs, identifying emerging opportunities, and assessing the competitive environment.
  • Contribute to the business development lifecycle by performing capture-related tasks and leading proposals or RFI responses.
