About the position

The Collections Officer / Tax Collector for the City of Wilmington is responsible for planning, organizing, and directing revenue collection activities to ensure the collection of all revenue generated by the City. This role involves personal and telephone contact, correspondence, credit bureau reporting, and establishing repayment schedules. The position also includes managing the collection of various taxes and accounts receivables, overseeing a team, and ensuring high levels of customer service.

Responsibilities

  • Plan, organize, and direct revenue collection activities for the City.
  • Ensure the collection of annual privilege/business license taxes due to the City.
  • Timely collection of miscellaneous accounts receivables and unpaid civil penalties.
  • Manage the collection of liens attached to real property for public nuisance abatements.
  • Compile monthly revenue reporting for Cape Fear Public Utility Authority on Stormwater and RTS services.
  • Provide lead direction to revenue personnel and assist in budget preparation.
  • Develop written policies and recommend revisions in response to new laws or regulations.
  • Ensure accuracy of liens and assist in collecting outstanding liens via in rem foreclosure.

Requirements

  • Bachelor's degree in Finance, Accounting, Business Administration, or a closely related field.
  • Minimum three years of related collections experience.
  • Proficient with Microsoft Office Applications, especially Excel.
  • Valid Driver's License.
