About the position

The Certified Seed Program Manager is responsible for overseeing the statewide Seed Certification Program within the Department of Agriculture, Conservation and Forestry. This managerial role involves planning, coordinating, and directing program operations, developing policies and procedures, managing budgets, and serving as a liaison with industry stakeholders. The position requires supervision of professional and clerical staff, as well as conducting complex planning and research related to seed certification.

Responsibilities

  • Direct the statewide Seed Certification Program operations.
  • Develop and implement policies and procedures for the program.
  • Manage annual budgets and monitor expenditures.
  • Issue certifications and make final decisions on disputed inspection results.
  • Serve as the department's liaison with industry on policy and program matters.
  • Manage and coordinate the post-harvest seed testing program.
  • Compile and examine operational data to prepare reports.
  • Identify and implement program efficiencies.
  • Write articles and prepare presentations on relevant topics.
  • Conduct site visits for monitoring and due diligence.

Requirements

  • Bachelor's Degree in Agriculture or Business with relevant experience.
  • Two years of administrative experience in managing or directing a program with supervisory responsibility.
  • Experience in food-supply-chain systems.
  • Experience delivering business technical support to stakeholders.
  • Experience developing budgets, work programs, contracts, and cost analyses.
  • Knowledge of federal grant programs and ability to prepare project and financial reports.
  • Experience monitoring and auditing grant projects for compliance.
  • Ability to conduct special studies and analyze program outcome data.
  • Experience acting as a key point of contact for partner organizations.
  • Ability to draft and present testimony before regulatory committees.

  • Experience with software programs related to agriculture and seed certification.
  • Ability to interpret and administer program requirements effectively.
