About The Position

Kleinfelder's Construction Services team is looking for a certified construction reviewer (CCR) in Dover, DE. The CCR performs certified construction reviewer tasks to verify compliance with standard codes and ordinances, zoning regulations, as well as contract plans, specifications, and special provisions. The certified construction reviewer shall be responsible for reviewing construction activities and reporting on the adequacy of construction in accordance with the approved Sediment and Stormwater management plan. Works under limited supervision from Supervisor/Manager within specific guidelines and protocols on moderately complex assignments.

Requirements

  • 0 – 3 years in the field or in trade-related training in a design, construction inspection, construction materials engineering/testing, or other construction related field.
  • Familiarity with DNREC Erosion & Sediment Control Handbook, including the ESC details.
  • Familiarity with Delaware Sediment & Stormwater Management Regulations.
  • DNREC Certified Construction Reviewer (CCR) certification
  • DNREC Contractor Training Program (Blue Card)
  • High school diploma or equivalent.
  • Candidates must possess a minimum of one (1) year of experience as a Certified Construction Reviewer (CCR) and maintain a valid Delaware CCR certification.
  • In accordance with Delaware Sediment and Stormwater Program authorities, including 7 Del. C. Chapter 40 and Delaware Sediment and Stormwater Regulations (7 DE Admin. Code 5101), the CCR will perform construction oversight, reporting, and compliance activities under the supervision of a Delaware-licensed Professional Engineer (P.E.), including weekly site reviews, documentation of BMP compliance, and coordination with regulatory agencies, contractors, and project owners.

Responsibilities

  • Attend project pre-construction meetings to align developers, contractors, and agencies on approved plans.
  • Conduct mandatory weekly visual inspections of construction activities, perimeter controls, and stormwater management practices.
  • Author comprehensive Construction Site Stormwater Management (CSSWM) reports via digital field software.
  • Complete detailed BMP Construction Checklists during stormwater management facility installations.
  • Perform vegetative evaluations to verify permanent ground cover achieves mandatory 70% uniform perennial density required by DNREC.
  • Collaborate directly with the supervising PE, contractor, and delegated agencies to address field revisions and corrective actions.
  • Familiarity with Sediment and Stormwater Management Plans and grading plans.
