About the position

The Community & Economic Development Analyst (Housing) position at the City of Pico Rivera involves administering and coordinating federal and state grant programs focused on community development and affordable housing. The role is essential for ensuring compliance with grant stipulations and optimizing the use of resources to enhance the quality of life in the community. The analyst will work within the Community and Economic Development Department, which encompasses various divisions including Economic Development, Planning, and Housing.

Responsibilities

  • Administer federal CDBG funds to ensure compliance with federal laws on grant funding and disbursement.
  • Prepare and update the five-year Consolidated Plan and Annual Action Plans, including public assessments and hearings.
  • Manage the CDBG RFP process and evaluate potential projects for funding allocation.
  • Prepare and process funding requests and manage contracts with sub-recipients and contractors.
  • Monitor grant recipient projects and develop recommendations for improvement or termination.
  • Review applications and assist in determining eligibility for housing programs.
  • Maintain program files and databases documenting CDBG Program operations.
  • Manage and monitor the HOME and CalHOME Programs.
  • Perform other duties as assigned.

Requirements

  • Bachelor's Degree in economic development, planning, public administration, business, economics, or a related field.
  • Three years of related analytical experience.
  • Knowledge of federal CDBG program administrative requirements and objectives.
  • Experience with grant-funded programs in municipal government or non-profit sectors.

Nice-to-haves

  • Master's degree in business administration, marketing, public administration, political science, or a related field.
  • Administrative experience involving grant-funded programs as a management analyst.
  • Experience related to economic development for a local government agency.
  • Bilingual in Spanish.
