About The Position

The Career Center Director provides leadership and oversight for all Career Center programs, including but not limited to WIOA Adult and Dislocated Worker, PATH, FAE&T, Wagner-Peyser, Trade Act, and RESEA. The Director is responsible for service delivery, facility operations, staffing, and performance management to ensure programs meet contractual, fiscal, and quality expectations. This role analyzes program, fiscal, and staff performance to drive continuous improvement, ensure effective use of resources, and achieve performance outcomes. The Director also leads service enhancements and the development of new workforce initiatives in collaboration with internal teams and external partners.

Requirements

  • Bachelor’s degree in business, marketing, social work, HR or related field required.
  • At least three years of management and supervision experience in an employment services setting required.
  • Knowledge of and experience in WIOA, talent development, and business services.
  • Interpersonal skills and cultural sensitivity sufficient to effectively relate to and communicate with employers, participants, funding sources, public, and staff.
  • Composition skills sufficient to prepare required reports, grants, and correspondence.

Nice To Haves

  • Facilitating Career Development (FCD) certification preferred.

Responsibilities

  • Implement, interpret, and analyze procedures and policies to ensure compliance with organizational, county, state, and federal guidelines including WIOA regulations, 2 CFR Part 200, and Michigan LEO policy.
  • Provide oversight, review, and evaluation of current programs and services, coupled with the design, planning, development, and evaluation of new programming aligned with funder requirements and community need.
  • Direct the day-to-day operations of the career center, ensuring effective and equitable service delivery across all program areas and funding streams.
  • Establish and monitor center performance targets; analyze program data and outcomes to identify trends, address gaps, and drive continuous improvement.
  • Work with representatives from various community organizations to provide outreach to unengaged job seekers and partner with organizations that can serve as referral sources to help reduce participant barriers.
  • Develop and maintain business and community relationships to meet workforce development needs; design and coordinate outcome-based placement activities that serve job seekers and support employer talent demands.
  • Develop and implement a plan to promote Michigan Works! business and career services by building and maintaining a network of employer relationships to expand corporate contacts, business partnerships, and employment opportunities.
  • Participate on boards, networking events, and other community activities to develop business partnerships and support employers in developing targeted training to meet their labor demands.
  • Maintain a positive community image through outreach, public speaking, and marketing.
  • Lead center budget development and fiscal oversight; monitor spending plans to ensure revenue adequately covers expenses and that expenditures align with funder requirements and cost allocation principles.
  • Manage audit readiness and audit compliance; serve as the primary point of contact for program audits, meet with auditors regarding specific programs, and respond to findings with timely corrective action plans.
  • Provide up-to-date reporting on required program metrics; work with staff who are not achieving program goals to identify root causes and implement process modifications to meet all identified targets.
  • Supervise center leadership/manager positions and other direct reports; provide regular coaching, feedback, and direction to ensure cohesive center operations.
  • Recruit, onboard, and evaluate assigned staff. Set clear performance expectations, provide regular feedback, and complete written evaluations as required.
  • Support professional development and build team capacity to achieve program outcomes.
  • Address performance concerns in coordination with Human Resources consistent with agency policy.
  • Other duties as assigned.
