About The Position

The CAD/RMS Program Manager leads program management, technical oversight, and operational coordination for mission-critical public safety technology systems supporting multiple agencies. This role involves leading program planning, governance, prioritization, risk management, and delivery oversight for CAD/RMS/Mobile Initiatives. The Program Manager will direct contractor personnel, oversee their performance, staffing, onboarding, and workload prioritization. Responsibilities also include providing hands-on technical consulting such as system configuration, report customization, and automation development. The role requires developing and managing technical requirements, system specifications, and implementation planning. Coordination across agencies, vendors, and stakeholders is crucial to ensure seamless system operations and enhancements. Additionally, the Program Manager will manage vendor relationships, contracts, budgets, invoices, and deliverables tracking. Supporting mission-critical operations including escalations, outages, SLA monitoring, and service readiness is key. The role also involves overseeing reporting, compliance, and audit support activities, including NIBRS-related functions, and leading modernization initiatives like cloud migrations, integrations, and reporting enhancements. Developing documentation, executive briefings, dashboards, training materials, and stakeholder communications, as well as managing transitions planning for knowledge transfer, continuity, and operational stability, are also part of the role. These responsibilities are not meant to be all-inclusive; additional tasks may be assigned.

Requirements

  • Bachelor's degree in Information Technology or a closely related discipline
  • Minimum of 12 years of relevant IT or public safety technology experience
  • Minimum of 10 years of specialized experience in program management, technical consulting, or system implementation
  • Proven experience supporting or managing CAD/RMS/Mobile systems in a multi-agency environment
  • Strong technical skills including SQL, data reporting, system analysis, and automation tools

Nice To Haves

  • Experience supporting state agencies, public safety, or law enforcement environments
  • Hands-on experience with CAD/RMS configuration, reporting tools, and integrations
  • Knowledge of NIBRS reporting and compliance processes
  • Proficiency in SQL, JavaScript, HTML, dashboards, and reporting web applications
  • Strong leadership, communication, and stakeholder management skills in complex environments
