About The Position

The Buyer is responsible for purchasing goods and services for Milwaukee County departments pursuant to applicable laws and procedures. This position will review and approve requisitions as well as administer bids.

Requirements

  • Current resident of the State of Wisconsin.
  • Bachelor’s degree in business, supply chain management, public administration, accounting, political science, or related field.
  • At least one (1) year of work experience in a procurement or contracting role.
  • In lieu of Bachelor's Degree, candidates with a high school diploma or GED equivalent and an additional three (3) years of procurement experience in governmental environment will be considered.
  • Knowledge of purchasing in a governmental organization that purchases a wide variety of contractual services, equipment, material, and supplies on a large scale.
  • Effective contract negotiation skills.
  • Demonstrated experience in the development and execution of various forms of solicitation (Quotes, Sealed Bid, Informal Bid).
  • Knowledge of responsive responsible vendor evaluation.
  • Skills in vendor contract management.
  • Knowledge of Microsoft Word and Excel.
  • Knowledge of E-Procurement systems (Infor, Bonfire).
  • Skilled in the delivery of high-level customer service.
  • Skilled in communicating effectively with diverse stakeholders.
  • Organizational skills.
  • Analytical skills.
  • Mathematical skills.
  • Ability to work effectively and harmoniously with others.

Responsibilities

  • Perform necessary purchasing procedures to acquire supplies and services.
  • Review and approve requisitions for compliance.
  • Research existing needs to match current market availability.
  • Prepare and update price agreements.
  • Prepare bid requests and specifications.
  • Schedule, receive, and analyze bids.
  • Recommend proposals regarding the awarding of bids.
  • Compile department and division requests for similar products and services.
  • Field and respond to procurement procedural, process, and technical questions.
  • Assist clients problem-solve and identify the best possible procurement strategy.
  • Resolve complaints from users, vendors, and the public.
  • Interview and research potential and new vendors.
  • Attend and actively participate in division and department meetings, training, and other business events as needed.
  • Perform other duties as assigned.
