About The Position

The North Carolina Early Intervention Branch (NCEI) is a part of the N.C. Division of Public Health. It is the lead agency for the N.C. Infant-Toddler Program (ITP), which provides supports and services for families and their children, birth to three who have developmental delays and/or disabilities. The Children's Developmental Services Agencies (CDSAs), the local lead agencies that implement the ITP across North Carolina, work with local service providers to help families help their children succeed. This position involves a variety of administrative functions that allow the CDSA to maximize agency revenues through reimbursement for services while working with a revenue budget. This position is supervised by the Financial Officer and in turn, supervises others who are responsible for billing and reimbursement for agency services. Work requires the development of strategies to ensure that all sources of reimbursement are accessed and secured. This position is responsible for contact and relationship with representatives from payor sources including public insurance and numerous private insurance companies to develop effective billing practices and to resolve billing disputes. Parent fees are another source of agency revenue, and this position manages all related processes, including oversight of application of sliding fee payment scales. This position manages the daily billing processes including distribution and monitoring of work and supervises billing support staff across the Sandhills CDSA offices. Weekly travel between locations is required. In addition, this position administers and coordinates a variety of business and fiscal functions for the CDSA. The work requires knowledge of applicable policies, procedures and information systems in order to communicate and process information. The range of duties includes, but is not limited to, program coordination, customer services, reconciliation of revenue reports, report writing, records management and closely related functions.

Requirements

  • High school or General Educational Development (GED) diploma and four years of related administrative experience.
  • OR An equivalent combination of education and experience.

Nice To Haves

  • Experienced in Medical Billing, Accounts Receivable and aging reports.
  • Demonstrated experience applying practices and policies to answer inquiries from internal and external customers.
  • Strong experience with navigating multiple databases and software systems to achieve desired results.
  • Proven experience analyzing and summarizing data.
  • Direct work experience with Medicaid and private insurance billing, NC Tracks, HIS, CSDW.

Responsibilities
