About The Position

The City of Greer is currently accepting applications for a Business Office Supervisor in our Finance Department. This role involves overseeing various aspects of business licensing, financial administration, and team management. The supervisor will be responsible for assigning duties, monitoring deadlines, developing and implementing policies, and ensuring compliance with city ordinances and state laws. Key duties include managing business license renewals, overseeing field enforcement, conducting audits, classifying businesses, calculating fees, and reconciling financial data. The position also requires directing staff and the public on licensing requirements, collaborating with other departments, and ensuring accurate revenue crediting. Additional responsibilities include general administrative tasks, participating in training, maintaining equipment, and upholding ethical standards and customer service excellence.

Requirements

  • Associate’s degree in accounting, finance, business or related field.
  • Five (5) years of experience in accounting, public relations, and general office procedures; and/or any equivalent combination of education, training, and experience, which provides the required skills, knowledge, and abilities.
  • Accreditation in Business Licensing by the Municipal Association of South Carolina within three (3) years
  • Must possess and maintain a valid state driver’s license with an acceptable driving history.

Responsibilities

  • Assign duties and monitor deadlines; meet with staff to identify and resolve issues.
  • Review, develop, recommend, implement, and ensure compliance with policies, procedures, and methods.
  • May present information and provide reports to council on business license when requested; provide recommendations and update business license ordinances as necessary.
  • Review business accounts at the end of the year and ensure documentation is prepared for annual renewals.
  • Review cover letters for the mailing of renewal applications; ensure renewal applications are printed, reviewed and mailed.
  • Oversee field enforcement of business license ordinances; conduct audits of businesses; make on-site inspections of new businesses to ensure all licensing procedures are completed.
  • Oversee process of renewal of applications and provide licenses to the appropriate business.
  • Oversee process of business classification; calculate the business license rates and fees.
  • Oversee process of business audits and reconcile gross receipts reported on business license applications with tax returns, income statements, or any other means to determine gross income; compile findings and notify businesses of results.
  • Direct clerks, the general public, business owners, contractors, on licensing requirements and answer questions and provide clarification on business license rules and regulations per city ordinance, state law and municipal association of South Carolina best practices.
  • Coordinate and collaborate with other departments as needed to ensure successful operations of business licensing.
  • Oversees process to ensure revenues are credited to appropriate accounts.
  • Posting of daily cash collections within the general ledger. Coordinate with appropriate staff to resolve issues or discrepancies.
  • Facilitate the reconciliation process of the cash drawer daily reports provided by front office staff.
  • Oversee the process for obtaining property and tax map numbers through the city’s GIS maps.
  • Issue Municipal Summons when appropriate and appear in court on the City's behalf.
  • Ensure hospitality and accommodation tax payments are entered when necessary.
  • Assist process for enforcing delinquent hospitality tax accounts.
  • Performs general administrative tasks as required, including preparing reports and correspondence, entering and retrieving computer data, filing records, and answering phones.
  • Participates in required training and continuing education to obtain and maintain certifications and stay current on changes in codes and ordinances.
  • Assists other officers and staff when workload, emergencies, or special assignments require.
  • Stays current on departmental policies, procedures, and processes.
  • Completes work accurately, safely, and efficiently; maintains assigned equipment in good working condition.
  • Maintains a clean, safe, and organized work area.
  • Identifies and reports suggested improvements or areas of concern to the Supervisor.
  • Ensures professionalism and excellent customer service in all interactions while representing the City of Greer.
  • Demonstrates strong ethical conduct, integrity, and accountability with coworkers, customers, and the community.
  • Supports a culture of results, communication, and professional collaboration within the department and across the organization.
  • Represents the department at community events or meetings when requested by the Supervisor.
