About the position

The Business Development Specialist will provide expert guidance and leadership to various stakeholders within NASA, focusing on enhancing small business programs at the Goddard Space Flight Center and NASA Headquarters. This role involves advocating for small businesses, ensuring compliance with procurement regulations, and fostering a culture of diversity and inclusion within the organization.

Responsibilities

• Assist in the planning, implementation, and management of small business programs for GSFC and NASA Headquarters.
• Provide guidance and recommendations to businesses regarding opportunities with NASA.
• Attend and actively participate in small business outreach events.
• Serve as an advocate for the small business community and identify capable small businesses for acquisitions.
• Respond to inquiries from businesses about eligibility and marketing activities.
• Participate in developing uniform methodologies for major procurement actions.
• Review and evaluate contracting activities for compliance with small business laws and policies.
• Recommend policies and procedures to improve small business program efficiency.
• Provide advice and counsel to procurement and technical personnel regarding small business programs.
• Promote NASA's commitment to Diversity, Equity, Inclusion, and Accessibility.

Requirements

• One year of specialized experience equivalent to the GS-12 level, including preparing and delivering presentations to stakeholders.
• Experience analyzing procurement data to support small business programs.
• Ability to interpret organizational policies and procedures related to small business.
