About the position

The Business Development Specialist (Program Manager) within the Office of Small Business Programs (OSBP) is responsible for overseeing policies, procedures, and operations related to small and socioeconomic disadvantage businesses contracting opportunities in NASA programs. This role involves providing technical direction to a team of small business advocates and ensuring the development and implementation of comprehensive agency-wide initiatives.

Responsibilities

  • Oversee the development of small business training and education programs for the NASA acquisition workforce and small business community.
  • Maintain open lines of communication with NASA acquisition senior leadership, business executives, and external stakeholders.
  • Provide technical authority on small business and socio-economic guidelines, policies, regulations, and legislation.
  • Plan and carry out policy, programming, and outreach small business activities.
  • Provide technical guidance to staff on functional solutions and assigned work responsibilities.
  • Lead reviews, data analysis, and reports on small business programmatic successes and challenges.
  • Support office budgetary planning, programming, and execution, including guidance on risk management and internal controls.
  • Foster a culture of engagement, diversity, inclusiveness, excellence, and innovation.

Requirements

  • One year of specialized experience equivalent to the GS-14 level in industry research using data analytics for executive recommendations.
  • Experience in overseeing process improvement, strategic planning, and change management techniques.
  • Ability to interpret and develop laws, regulations, and policies related to small and socioeconomic business programs.
