About The Position

Grey County’s Information Technology department is hiring a Business Analyst. This is a permanent full-time position that offers a comprehensive pension and benefit plan as well as a hybrid work environment. This job posting is for an existing vacancy. Under the direction of the Business Solutions Manager, the role of the Business Analyst is to work with business leaders across the county to ensure their use of technology and development of new technology projects is defined, optimized, and aligned with measurable business outcomes. The Business Analyst will lead business process mapping and business process optimization exercises with other staff from the Business Solutions Team using lean and agile methodologies. Business process mapping and optimization activities will be delivered both opportunistically (e.g. improvement of existing processes), and strategically as part of large technology projects. The Business Analyst will assist with the development of strategic technology road map for core functional areas such as asset management, finance, and corporate services. Their research and expertise will be used to identify opportunities to improve service delivery, for both internal and resident-facing services. The Business Analyst will use proven communication skills to present their assessments to a variety of audiences, both technical and non-technical, including project steering committees, the technology working groups and the senior management team.

Requirements

Completion of a degree or diploma in business administration, or related discipline, with 3 to 5 years’ experience in a similar role.
Training and experience with lean techniques, or a willingness to undertake lean training within 6 months of accepting position.
Strong understanding and proven knowledge of technology concepts.
Experience performing duties related to business systems analysis including data management, business reporting and process re-engineering.
Experience conducting interviews with staff and business leads to elicit business process information, project requirements, and user experience.
Sound analytical and problem-solving skills applied, with proven experience applying to technical systems, design, processes, and experience.
Considerable experience working with enterprise applications, gathering requirements, preparing Statement of Work, and implementing technology solutions to improve efficiency and/or service levels, preferably in a municipal environment.

Nice To Haves

Foundational training in project management concepts would be considered an asset.
Certification with the IIBA (ECBA, CCBA, or CBAP) or PMI (PMI-BPA) would be considered an asset.

Responsibilities

Leads the engagement with business to elicit, analyze and document the project requirements to deliver the Business Case, User Stories and Business Requirement documents.
Translate business needs into technology solution requirements, Statement of Work to facilitate solution alignment with fit for purpose architecture.
Functions as a key project stakeholder on large strategic corporate projects and initiatives.
Negotiates innovative business solutions that satisfy customer needs, are consistent with architectural guidelines, and conform to security standards.
Works with business to map as-is and to-be processes specific to project.
Works with multiple stakeholders to assess the impact of proposed solutions, facilitate deployments and minimize disruption to services.
IT performance / KPI reporting - working with the IT Management Team to define effective measures for ensuring business outcome from project delivery.
Support IT Management in preparing and communicating solution designs, current state, target state, and technology road maps.
Other duties as assigned.
