About the position

The Grantee Specialist will be part of the Office of Head Start Training and Technical Assistance (TTA) team working with our client, the U.S. Department of Health and Human Services (HHS), through the Administration for Children and Families (ACF) and the Office of Head Start (OHS). The Grantee Specialist will work remotely and be willing to travel as required. Candidates for this role must be willing to commute to the Regional Office in Seattle, Washington as needed.

Responsibilities

  • Provide on-site, group, and virtual T/TA to grantees related to governance, program management, and fiscal operations.
  • Support grantees in correcting areas of noncompliance and deficiencies identified through the federal monitoring process.
  • Develop and implement a Quality Improvement Plan (QIP) that addresses root causes of noncompliance and deficiencies.
  • Improve program oversight and management in areas of concern identified through the Regional Office oversight processes.
  • Maintain regular and timely communication with the appropriate Regional Office staff on delivery of TTA and progress toward corrective actions or quality improvement.
  • Coordinate TTA with Early Childhood, Family Engagement, Health, and System Specialists.
  • Develop and provide effective presentations and training in areas related to program management and fiscal operations.
  • Support emerging OHS initiatives and priorities.
  • Perform other reasonable tasks as assigned by management.

Requirements

  • Bachelor’s or advanced degree from an accredited university or college.
  • Minimum of 5 years’ experience related to program and/or organizational management and/or fiscal operations with HS/EHS programs.
  • Experience supporting grantees to improve the effectiveness and quality of program operations and management systems.
  • Experience providing technical assistance that includes working with governing bodies, management teams and program staff.
  • Experience assisting organizations to address compliance issues.
  • Experience communicating, both when speaking and in writing, to various audiences.

Nice-to-haves

  • Fiscal expertise in areas such as budgeting, multiple funding sources, applicable uniform guidance regulations, Head Start specific audits.
  • Experience facilitating group discussions and presenting to a range of audiences.
  • Experience analyzing data and assisting programs to make data driven decisions.
