About the position

The Assistant District Permit Manager plays a crucial role in the Highway Occupancy Permit Unit within the Department of Transportation. This position is responsible for ensuring that all permit applications comply with established standards, policies, and guidelines. The role involves evaluating designs for new driveways, conducting meetings with various stakeholders, and addressing safety issues related to highway access. Responsibilities

  • Handle engineering tasks within the Highway Occupancy Permit Unit to ensure compliance with standards and guidelines.
  • Evaluate designs for new driveways to ensure they meet regulations and engineering guidelines.
  • Conduct meetings with applicants, staff, consultants, and local authorities regarding access to highway rights of way.
  • Assist County Maintenance Organizations with driveway issues that pose safety risks, such as water or ice accumulation.
  • Process occupancy permits, maintain records, manage fees, and prepare reports.
  • Assess the need for security measures based on the proposed work's scope and engineering estimates.
  • Review insurance documents for permitted projects and train staff on using various measuring tools.
  • Evaluate the impact of proposed developments on neighboring properties and determine the necessity of access or drainage releases.

Requirements

  • Five years of civil engineering experience in the appropriate specialty, and an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists.
  • Successful completion of the Civil Engineer Trainee training program.
  • Four years of civil engineering experience in the appropriate specialty, and an engineer-in-training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists, and an associate's degree in civil engineering technology or a closely related engineering discipline.
  • One year of civil engineering experience in the appropriate specialty, and a bachelor's degree in civil engineering or a closely related engineering discipline.
  • Possession of a valid driver's license.
