About The Position

This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensure proper coverage, and complete timesheets. Provides direction to program managers to monitor the community health status in identifying health problems through review and collection of community health status data, population-based needs assessments and epidemiological and environmental processes. Assists program managers in identifying, planning, writing and renewing grant applications and reports. Recommends and develops plans to target resources to produce strategic health outcomes. Develops internal objectives and priorities within regulatory, budgetary, and contractual guidelines, identifies staffing and financial needs. Provides leadership during Emergency Preparedness events. Participates in all phases of emergency preparedness, including mitigation, preparedness, response and recovery. Assesses Departments needs regarding all hazards emergency preparedness training. Ensures the Department receives training programs. Assumes a leadership role in the department's strategic planning and strategic plan implementation. Partners with community health groups to work on public health issues. Serves as the Administrator's delegated authority and assumes responsibilities as delegated in the absence of the CHD Administrator. Direct program managers in collecting and interpreting data to evaluate program outcomes. Assists in initiating and composing new position descriptions and updating present position descriptions. Ensure staff complete time sheets and activity coding. Reviews and approves purchase requisitions for official state business in accordance with Florida laws and DOH policies, rules and regulations governing purchasing. Serves as Assistant Director providing administrative, operational, oversight, leadership, and management of the department's Environmental Services, Community Outreach, Strategic Planning, Quality Improvement, Health Education, and Dental Services. Recommends and develops plans to target resources and produce strategic outcomes. Develops internal objectives and priorities within regulatory, budgetary, and contractual guidelines, identifies staffing and financial needs. Provides Departments administrative requirements for their respective programs. Including developing future service plans, budgets, personnel, and workload planning. Represents the Health Department on various community health related boards and councils, both inter and intra agency in scope. Networks with and facilitate partnerships and collaboration with local health providers, schools, community agencies and business and consumer groups. Serves as board member /officer and as committee member as directed by CHD Administrator. Oversee the Performance Management System and quality improvement strategies and methodologies to measure and improve underperforming measures. Provides operational leadership of continuous quality improvement activities. Participates in and actively promotes the Agency's organizational effectiveness and excellence by fostering individual and team development activities. Contributes to the organization's culture of performance excellence by actively seeking to improve personal and organizational performance through measurement, analysis, knowledge management, and processes improvements and participation in performance management committees, councils, and/or workgroups. Oversee the administration and reporting for the Strategic Plan, Performance Management Improvement Plan, and Workforce Development Plan. Directs the coordination and monitoring of DOH-Leon's Performance Management System Quality Improvement (QI) initiatives including Strategic Planning and DOH Accreditation. Provides guidance to all teams and fosters the incorporation of QI work processes into daily work. Oversee program related databases for program Performance Management purposes. Works with program managers to identify data needs in support of QI and annual reporting requirements. Performs other duties as assigned.
