About the position

Under the supervision of the Building Official, this individual performs a variety of routine and complex technical review and inspections on new and existing construction projects, installation methods, and materials to ensure conformance with Tribal Building codes and regulations; examine construction drawings and specifications; approve, sign, and maintain building inspections documents; provides related information and assistance to customers; and helps maintaining inspection records. Works with applicants, Planning, Public Works, and Construction Management staff on all building related items and issues stop work orders when required to do so.

Responsibilities

  • Performs technical reviews of residential and commercial applications, construction plans, specifications, soils report and engineering calculations to ensure compliance with adopted International Building, Plumbing, Mechanical, Energy, Fire, ADA, and Fire Codes, clearing, grading, filling and related zoning requirements.
  • Coordinates interdepartmental plan review meetings to review comments, resolves plan deficiencies, and discusses field revisions; works with contractors, inspectors, other departments and affected agencies to resolve conflicts and recommend acceptable alternatives to achieve compliance with building codes.
  • Prepares correspondence relating to building plan review and compliance with applicable codes and regulations.
  • Inspects all phases of work while construction is in progress to ensure that buildings are constructed in accordance with approved plans, and reviews plan and field revisions to ensure compliance with building, plumbing, and mechanical codes.
  • Assists plan review team by providing field information and performing backup and specialty plan reviews on an assigned basis.
  • Writes and issues detailed Correction Notices where work does not conform to approved plans or comply with codes and regulations. Re-inspects to ensure correction of noted violations.
  • Prepares and maintains accurate and complete records of construction permits for building and inspection activities using permit tracking software, completes related reports as needed, and issues certificates of occupancy.
  • Maintains knowledge of changes in construction codes and code development improvements to technological, architectural and installation of building materials; reviews professional codebooks, technical journals and ordinances.
  • Explains, interprets all applicable codes, and provides guidance under the guidance of the building official to Tribal Officials, Tribal Members, architects, designers, engineers, contractors, property owners, developers, and other interested individuals or groups.
  • Attends project meetings with staff, contractors, architects, building owners to explain inspection requirements and process.

Requirements

  • Associates Degree or two-year Technical Certificate in Building/Construction trades, Building Technology Industry, Construction Management, building inspection or related field.
  • Two (2) years of experience associated with plan review work and building construction.
  • Knowledge of International Building, Mechanical, Plumbing, Fire, Energy Codes and Construction Procedures as used on the tribal reservation area.
  • Understanding of national and industry standards and specifications for materials of construction and their proper use.
  • Knowledge of principles of structural design, and engineering mathematics.
  • Ability to understand carpentry, cement and concrete work to include reinforced concrete, electrical, mechanical, fire, and plumbing.
  • Knowledge of all types of building construction, material, and methods.
  • Familiarity with legal and administrative principles and techniques of permitting, building inspection and plan review process.
  • Understanding of zoning and land use applications.
  • Ability to analyze situations accurately and adopt an effective course of action.
  • Proficient in preparing clear and concise correspondence and written materials.
  • Ability to operate personal computer and applicable software, hand calculator, typing ability, motor vehicle, office equipment, ladder and tape measure.
  • Effective communication skills both oral and written with various stakeholders.
  • Ability to interpret codes and apply them to work conditions.
  • Ability to develop and maintain collaborative and respectful working relationships.
