About The Position

This is a full-time position located at the Capitol Annex Building, Baton Rouge, LA. This position serves as the initial point of contact for the Section 106 review process (36 CFR 800) in the Division of Historic Preservation (DHP). This position also serves as the DHP comprehensive statewide survey program manager by entering data into and managing the Louisiana Cultural Resources Map database. Requirements

  • A bachelor’s degree in architecture, architectural history, a humanities field, historic preservation, cultural resource management, or museum studies.

Responsibilities

  • Works with federal agencies and their representatives on federal license, permit, and funding requests, approximately 2,500–5,500+ annually, to assess potential impacts to historic properties under Section 106.
  • Reviews Section 106 projects, requests additional information, and provides comments on whether affected properties are listed in or eligible for the National Register of Historic Places, applying applicable federal regulations, including 36 CFR 60 and 36 CFR 800.5.
  • Conducts limited research and site visits, as needed, to support determinations of eligibility, non-eligibility, property condition, and potential adverse effects.
  • Participates in consultation meetings with federal agencies, project representatives, and other public or private parties to advance the Section 106 review process and assist with the development of written agreement documents when adverse effects are identified.
  • Works with the Director of Historic Preservation to address programming issues, questions, special requests, Certificates of Appropriateness for state-owned buildings in Baton Rouge under R.S. 25:785, and related assignments.
  • Provides public education presentations statewide, when needed, to build understanding of the Section 106 review process.
  • Reviews Section 106 Phased Survey Reports and Due Diligence Reports for accuracy and completeness.
  • Maintains and updates DHP website content related to program requirements, guidelines, photo requirements, LHRI form requirements, and survey standards.
  • Supports colleagues by reviewing LHRI survey forms, national register nominations, and HPF grant projects, when needed.
  • Works directly with the Archaeology GIS administrator to address GIS questions or issues and serves as backup for archaeology staff in managing the ER Tracking Database when needed.
  • Assists Archaeology with updates to Field Standards and Report Standards.
  • Maintains current internal procedural guidance for the LHRI survey process and GIS mapping for DHP.
  • Completes annual training, when available, on the Section 106 review process, ArcGIS, and related procedures to build and maintain technical knowledge.
  • Provides accurate and timely responses for special activities and reports, including LaPAS and NCSHPO Preservation Week.
