About the position

Nevada County is seeking an Appraiser I. The right candidate for this position will have the opportunity to secure and analyze data needed to appraise real property for tax purposes. Under general supervision, they will assist with making standard field investigations, studies, and appraisals of residential, commercial, and agricultural properties. This is an in office, entry-level class position for real property appraisal work. Incumbents will work under supervision while gaining more independence as knowledge and skills are acquired. This position is flexibly staffed with Appraiser II, and incumbents normally advance to the higher level after gaining experience and achieving proficiency that meets the requirements for Appraiser II.

Responsibilities

  • Conduct investigations, gathers, organizes and analyzes data to calculate taxable value of all taxable real property in accordance with accepted appraisal practices and standards.
  • Inspects and measures building improvements and changes to determine effect on value; inspects exterior and interior of buildings to understand classification according to standards set forth in appraisal manual.
  • Analyzes sales, income and expense data to decide rates, net income, and value of income producing properties and to make comparisons and adjustments to estimate the fair market value.
  • Obtains information from owners, contractors, real estate agents and others, combining records and factual information and comments on appraisal forms.
  • Prepares drawings of buildings and improvements in relation to property lines; annotates maps to assist in field investigations.
  • Splits and allocates values for subdivisions and combinations and determines correct parcels containing improvements.
  • Explain assessment procedures, determinations, methods, and laws to the general public.
  • Performs roll corrections on properties incorrectly assessed, reviews properties for special exemptions and exclusion eligibility, and processes claims.
  • Prepares analysis and defends challenged assessments before the Assessment Appeals Board.
