The N.C. Department of Information Technology (NCDIT) serves as the Technology Center for the State of NC. Services that NCDIT provides reach a client base of state and local government agencies, as well as schools, colleges and universities. NCDIT’s mission is to enable trusted business-driven solutions that meet the needs of North Carolinians. NCDIT provides technology services to state agencies and is charged with closing the digital divide by expanding availability of broadband services and promoting the adoption of affordable, high-speed internet. This position may be eligible for hybrid remote work in accordance with state policy and the agency’s remote work program but does require weekly onsite work. The Applications Systems Analyst II / Business Analyst is a mid-level member of the DEQ Application Development Team supporting the Division of Waste Management (DWM), with a primary focus on the UST Section. This role provides project coordination, business analysis, implementation support, and customer assistance for multiple DWM programs and long-term technology initiatives, including the IBEAM TIMS module, TIMS inspection application, Permitting Transformation and AccessDEQ solutions for UST, DWM Laserfiche, the UST Integrated Database, and DWM enterprise data and reporting tools. The position develops requirements for relational databases and application structures that streamline data management and business workflows. Responsibilities include creating documentation, SOPs, and end-user guides; developing and executing test cases; submitting deployment requests; and assisting in the implementation and documentation of approved solutions. The analyst also provides ongoing system maintenance, end-user support, training, and troubleshooting for a diverse group of users. This role works closely with management and program staff to evaluate application needs, propose solutions, and recommend implementation strategies that prioritize flexibility, scalability, and future user requirements. The position also assists in assessing emerging technologies, identifying improvement opportunities, and maintaining accurate documentation as systems evolve. DIT at DEQ provides IT leadership, services, and consultation to DEQ Administration, Offices, and all DEQ Divisions. The Department of Environmental Quality Application & Database Development team provides IT leadership, development services, and consultation to the DEQ’s management and staff for enterprise data solutions. The team is responsible for the delivery of enterprise applications and data solutions to improve statewide services and outcomes. The team provides systems analysis and programming expertise in the development and support of these enterprise information systems. Responsibilities include all aspects of application development, analysis, design, programming, testing, implementation, training, and support.
