The Illinois Department of Transportation is seeking to hire an Analysis Unit Chief. This position is responsible for the ongoing assistance to the Chicago Transit Authority (CTA) and MetroLink Safety Section by synthesizing information, conducting research, and developing performance indicators as well as performing inspections, audits, assessments, and studies as necessary.

Requirements

  • Completion a bachelor’s degree majoring in business administration, public administration, transportation, statistics, data analytics, data science, mathematics, planning, or occupational safety
  • PLUS Three years of experience with analyzing data, researching information, coordinating safety emergency readiness, developing reports, or a combination thereof
  • OR Eleven years of related experience with analyzing data, researching information, coordinating safety emergency readiness, developing reports, or a combination thereof.
  • Requires a valid driver’s license.
  • Requires successful completion of background screening.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position.

  • Supervisory experience.
  • Possession of Federal Transit Administration (FTA) Transit Safety and Security Program certification at the time of hire or ability to obtain certification within 12 months and the ability to complete future required training to maintain FTA certification for the State Safety Oversight Agency (SSOA) program in Illinois.
  • On-site activities may require climbing, use of ladders, walking on uneven surfaces or steep terrain, active railroad tracks, and job sites for inspection and auditing purposes.
  • Experience developing and leading execution of a work plan or program.
  • Experience applying data-driven approaches to decision-making.
  • Experience with rail transit agencies, the FTA, and federal and state safety regulations.
  • Understanding of rail transit operations and maintenance including associated safety and security programs.
  • Familiarity with the requirements and implementation of rail transit agency System Safety Program Plans or Public Transportation Agency Safety Plans under FTA regulations.
  • Familiarity with the State Safety Oversight (SSO) program standards and procedures for overseeing rail transit agencies.

Responsibilities

  • Works with complex datasets and should be able to understand the context of the data, evaluates the sources and quality of the data, implements visualization, and processes improvements for analyzing data and their results.
  • Supervises the day-to-day activities of the CTA Analysis Coordinator, including task assignments and accountability, approving payroll materials, providing coaching, and other technical support.
  • Conducts and documents complex technical and analytical research and special investigations as well as policy studies and recommends alternatives on a broad range of regulatory issues involving rail transit safety oversight.
  • Works collaboratively, or as directed, to evaluate complex safety-related data using Safety Management Systems (SMS) as the foundation for identifying root causes, the analyses of incidents, and hazardous conditions by location.
  • Makes recommendations in the development of proactive measures to improve rail transit safety including modifications to existing local and state safety policies as well as industry standards.
  • Prepares written and oral reports for Illinois Department of Transportation (IDOT) management and external agencies on a wide range of highly complex issues related to rail transit safety oversight.
  • Coordinates activities of technical professional staff in the development, implementation of strategic initiatives, data collection, data interpretation, and advisory services pertinent to rail transit system safety.
  • Assists in the compilation of IDOT decision drafts, reports, studies on rules, procedures, safety standards, safety audits, safety oversight plans, transit equipment, facilities affecting the safety of transit system planning, construction, operations, and maintenance.
  • Performs risk-based inspections as directed.
  • Performs duties in compliance with departmental safety rules.
  • Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
