About the position

This position is responsible for the administration & management of the Pierre Regional Airport an FAR Part 139 operation. Responsible for ensuring compliance with all FAA & TSA rules & regulations and acts as liaison with FAA, TSA, and DOT. Directs the operations of the airport fire rescue unit. Formulates, recommends, & implements policies related to federal & state aviation programs, rules & regulations. Oversees airport planning & administers the airport's Capital Improvement Plan. Oversees Airport leases, and works with existing and potential tenants regarding construction activities and development. Acts as Airport Security Coordinator. Inspects, reports, & acts to remedy operational deficiencies. Oversees the maintenance of runways, taxiways, & ramps to include snow & ice removal. Develops & monitors department budget. Oversees the purchase of supplies & equipment.

Responsibilities

  • Directs the day-to-day operations of the airport.
  • Administers operating and capital budgets; administers grant funds.
  • Hires, trains, assigns, directs, supervises, evaluates, and disciplines personnel.
  • Serves as airport liaison to city administration, other city departments, the news media, the Federal Aviation Administration, the Transportation Security Administration, civic groups, tenants, contractors, etc.
  • Serves as primary contact for security-related activities and communications with the TSA; reviews security functions to ensure effectiveness and compliance with regulations; initiates corrective actions as needed; develops and updates the Airport Security Program; initiates Incident Management Plan procedures; evaluates CCTV footage to resolve issues with tenants and customers.
  • Oversees commercial air service operations; secures air service consultants to develop passenger demand analysis reports; present proposals for the expansion of air services to airline officials.
  • Coordinates and implements marketing plans, including radio, TV, newspaper, and internet commercials; develops and administers customer surveys; conducts interviews with the media.
  • Administers FAA Airport Improvement Program grant projects; develops capital improvement project plans; secures engineering consultants; prepares related grant documentation; holds pre-construction and progress meetings with contractors; inspects construction projects; processes payments to contractor and consultants.
  • Manages leases; develops lease documents in coordination with attorneys; negotiates and justifies rates and changes; tracks lease terms and conditions.
  • Coordinates Essential Air Service activities; secures eligibility, researches proposals, interviews candidates, monitors status, and prepares Mayor's correspondence with federal officials and congressional delegates.
  • Prepares a variety of regular and special reports.
  • Serves as Public Information Officer for airport events and for incidents and accidents.
  • Directs and performs facility maintenance.
  • Resolves customer and tenant issues.
  • Attendance is an essential function of this position.
  • Performs related duties.

Requirements

Nice-to-haves

  • Bachelors degree in airport management or a related field.
  • C.M. accreditation from AAAE, or a pilot license.
  • Minimum two years progressive experience in airport operations & management or combination of experience & advanced related degree with preference given to airport management experience, particularly Part 139 management experience.
  • Good computer skills & be fluent in Microsoft Office.
  • Excellent communication, organizational, & interpersonal skills.
