About The Position

Serves as the administrative officer for the College of Natural Sciences, providing comprehensive fiscal, personnel, and administrative support. This role involves reviewing, approving, auditing, and processing various documents including purchasing, travel, and payroll to ensure compliance with statutes, policies, and agreements. The position also administers and monitors internal accounts, reconciles fiscal expenditures, and provides guidance on administrative policies and procedures. Additionally, it involves developing and recommending changes to internal policies, coordinating training, and offering backup fiscal support to departments.

Requirements

  • Possession of a baccalaureate degree in Business, Human Resources, Public Administration, Social Sciences or related field and 3 years of progressively responsible professional experience with responsibilities for financial or human resource administration; or any equivalent combination of education and/or professional work experience.
  • Considerable working knowledge of principles, practices and techniques in the area of management support with familiarity in financial and fiscal reporting, procurement, internal controls, human resources administration and/or related government regulations.
  • Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and systems associated with management support.
  • Demonstrated ability to resolve wide ranging complex problems through creative reasoning and logic.
  • Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
  • Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
  • Demonstrated ability to operate a personal computer and apply word processing software.
  • For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.

Responsibilities

  • Serve as administrative officer for the College of Natural Sciences.
  • Provide full range of fiscal, personnel, and administrative support.
  • Review, approve, audit, and process purchasing documents, requisitions, purchase orders, travel requests/completions, and payroll for completeness and compliance.
  • Administer and monitor internal account and fiscal records for various fund types.
  • Reconcile monthly fiscal expenditures with university-generated reports.
  • Monitor expenditures and maintain control of spending in accordance with budget plans or grant expenditure plans.
  • Provide advice, interpretations, and recommendations regarding applicable policies, procedures, collective bargaining agreements, and personnel actions.
  • Maintain high-level knowledge of UH System, Board of Regents, and other applicable policies and procedures.
  • Recommend changes to internal administrative policies and standard operating procedures to improve operations.
  • Plan, write, and edit internal college fiscal, personnel, and administrative policies and standard operating procedures.
  • Coordinate and deliver training to faculty and staff in the college.
  • Provide backup fiscal support to departments experiencing staff shortages.
  • Perform other duties as assigned.
