About The Position

This position serves as the fiscal officer for the Division of Wildlife Conservation and is responsible for providing professional level oversight for finance, grants, and contracts. The position develops and implements accounting procedures, internal controls, and ensures that accounting information is complete and accurate, financial reports are reliable, and that the Division conducts itself in accordance with applicable state and federal financial laws, regulations, and policies. This is a flexibly staffed position.

Requirements

  • Knowledge of methods and procedures for processing direct and reimbursable program funds (for example, automatic and funded reimbursements, interagency agreements, transfer appropriations), grants, loans, and credit programs.
  • Knowledge of principles, laws, regulations, policies, practices, and guidelines (for example, Executive Orders, Code of Federal Regulations, OMB circulars) of grant or agreement programs, including their order of precedence.
  • Uses information technology in accessing, collecting, analyzing, maintaining, and disseminating data and information.
  • Uses a logical, systematic, sequential approach to address problems or opportunities or manage a situation by drawing on one’s knowledge and experience base and calling on other references and resources as necessary.
  • Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (e.g., technical, sensitive, controversial); makes clear and convincing oral and written presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Knowledge of generally accepted accounting principles, standards, and practices (e.g., double entry accounting, accrual accounting), including the full accounting cycle and the preparation of work sheets, financial statements, ledgers, and journals.
  • Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.
  • Any combination of preparatory post-secondary education and/or progressively responsible professional level experience in accounting, budgeting, or financial management.
  • Knowledge of the principles, methods, and techniques of financial analysis, forecasting, and modeling to interpret quantitative and qualitative data; includes data modeling, earned value management, and evaluating key financial indicators, trends, and historical data.
  • Identifies rules, principles, or relationships that explain facts, data, or other information; analyzes information and makes correct inferences or draws accurate conclusions.

Responsibilities

  • Plans, administers, and monitors expenditures to ensure cost-effective support of programs and policies.
  • Assesses financial condition of an organization.

  • Manages grant or agreement programs, including their order of precedence.
