About the position

The primary role of this position is to ensure the accuracy and compliance of preliminary and final payroll reports, timesheets, and spreadsheets, etc.; assuring accurate program and funds distribution providing federal, state and district personnel with requested information necessary for timely and accurate payroll processing of district employees; administration of benefit programs; as well as provide leadership in support of the district's mission.

Responsibilities

  • Perform all job functions and responsibilities as assigned, including payroll & benefits, and assisting with budget revisions.
  • Coordinates preparation of payroll to ensure timely and accurate compensation of employees.
  • Responds to inquiries regarding payroll procedures (e.g. wage levies and garnishments, savings, contributions, direct deposits, etc.) for the purpose of providing necessary information for making decisions, assisting employees, taking appropriate action and/or complying with established fiscal guidelines.
  • Maintain liaison between payroll and human resources for the purpose of coordinating activities, discussion and resolution of problems.
  • Supervise payroll staff; training, and cross-training for the purpose of maintaining an efficient quality payroll team.
  • Supervise benefit staff and support the day to day operations of the department.
  • Assist auditors for the purpose of providing supporting documentation and/or information on internal process that is required for audit.
  • Perform other duties as required.

Requirements

  • Bachelor's Degree or above (strong financial training, e.g. Master's Degree in finance or certification in public accounting (CPA))
  • Five (5) years work experience illustrating achievement in a broad area of business and financial administration including, but not limited to, general accounting, budgets, purchasing, auditing, transportation, food service and insurance.
  • Knowledge of laws, regulations and rules in payroll accounting.
  • Understanding of self-funded and fully insurance benefit programs, including health, dental & vision insurance, short-term & long-term disability, workers compensation & life insurance.
  • Excellent analytical and communication skills.
  • Demonstrated leadership and initiative with regard to major financial issues/legislation impacting the MISD and local school districts.
  • Ability to assume the supervision of the Business Department in the absence of the Director.
  • Must be bondable to appropriate level.
  • Must pass criminal background check as required by School Safety Legislation.

  • Proficiency in related areas including financial information systems, purchasing and cash management.
  • Demonstrated skills in planning, organizing and supervising personnel.
  • Demonstrated knowledge in using the AS400 preferred.
