About The Position

This position performs duties under the limited supervision of the Accountant Supervisor in the Bureau of Comptroller, Division of Finance & Operations, Department of Education. Position is responsible for processing payments of lease contracts, assisting with processing grant payments and assembling voucher schedules. This position audits and processes invoices for payment utilizing various coding to distribute as determined by the Lease Funding Authorization forms provided by the Department’s Leasing Office or as indicated in the accounting detail of the direct order. This position reads and interprets lease contracts and direct orders as well as other documents needed to process payments. It is also responsible for maintaining controls to ensure that all payments are made accurately and timely. All duties of this position must be performed in compliance with the mandatory requirements of Section 215.422, Florida Statutes and Chapter 3A-20 and Chapter 60A of the Florida Administrative Code.

Responsibilities

  • Audits Invoices, Grants and Lease Contracts: Complete Summary and Advance Payment Request letter if required. Verify the accuracy of mathematical extensions. Ensuring charges on invoices agree with the terms specified in the lease contract or direct order. Verify vendor name, address and amounts to be paid. Review invoices to ensure that statutory requirements and state comptroller rules and regulations are adhered to. Sort documents for remittance, state comptroller, original for scanned copy and file copy. Reconciles and maintains correct encumbrance balances in FLAIR and adjusts due to changes in budget authority, or errors from payments. Research and respond to inquiries from vendors and agency personnel and make necessary adjustments. Draft correspondence to obtain any information or documentation needed to process payments.
  • Set up and Maintain Lease and Grant Files: Posting payments, amendments, etc. to the Excel files. Filing copies of vouchers, supporting documentation and other pertinent documents in the files. Assist supervisor in preparing reports and analysis as needed. Assist with other employees and auditors as requested. Performs related work as directed.
  • Property Insurance Payments, Coverage and Claims: Responsible for payment of insurance premiums (Casualty, Crime, Fire, Boiler & Machinery). Responsible for additions, deletions, and/or updates of coverage by location and certificate for Department owned property and buildings. Responsible for processing insurance claims with the Department of Insurance, Division of Risk Management and FEMA.
  • HR Assessment Payments: Responsible for the payment of Human Resources Assessment invoices.
  • Certified Forward Funding: Assist in the preparation of Certifications Forward. Ensures that all certification forward funding is liquidated within the required state mandated time frame.
  • Cash Refunds and Warrant Cancellations: Audit and secure the necessary documentation for cash refunds and warrant cancellations for input into FLAIR.
  • Perform other related work as assigned.
