About The Position

This position administers the State’s credit card acceptance contract, including assisting departments with implementing new card-present, ecommerce, e-billing, and other card acceptance methods. It coordinates statewide Payment Card Industry Data Security Standards (PCI) compliance by working with departments to ensure inventories of people and hardware involved in card processing are accurate. The role works with a Qualified Security Assessor and departments to complete an annual PCI assessment and coordinates completion of required annual PCI training. This position serves as the primary system administrator and backup operator for the State’s Treasury Management System, takes on various additional projects as needed, and must be able to serve as backup for all positions within Cash Management. This position supervises an Acct II/Acct III flex position. The Treasury Division is the bank and trust department for the State of Alaska, providing cash management, portfolio management, debt management, and accounting services for various funds. This position is assigned to the division's Cash Management section.

Requirements

  • Competency in Analysis and Assessment: Uses information technology in accessing, collecting, analyzing, maintaining, and disseminating data and information.
  • Competency in Financial Analysis: Knowledge of the principles, methods, and techniques of financial analysis, forecasting, and modeling to interpret quantitative and qualitative data; includes data modeling, earned value management, and evaluating key financial indicators, trends, and historical data.
  • Competency in Principles of Accounting: Knowledge of generally accepted accounting principles, standards, and practices (e.g., double-entry accounting, accrual accounting), including the full accounting cycle and the preparation of work sheets, financial statements, ledgers, and journals.
  • Competency in Reasoning: Identifies rules, principles, or relationships that explain facts, data, or other information; analyzes information and makes correct inferences or draws accurate conclusions.
  • Competency in Technical Competence: Uses knowledge acquired through formal training or extensive on-the-job experience to perform job duties; works with, understands, and evaluates technical information related to the job; advises others on technical issues.
  • Any combination of education and/or experience that provides the applicant with the listed competencies.
  • Any combination of preparatory post-secondary education and/or progressively responsible professional level experience in accounting, budgeting, or financial management.
  • Must meet Alaska residency requirement.
  • Must pass a federal background investigation including fingerprinting.
